Minutes of the meeting of the Fox Lake Property Owners, May 6, 2007, 9:30am, Fox Lake Town Hall. Absent Board Members: Ed Benter, Butch Wagner. Guests: Kurt Steinke, George Salaj, Don Timmel, Tom Labs, Bev Quast, Chris Winkelman, Rich Girard, Scott Wallace, also present, Support Board Member Max Baum. Meeting was called to order by VP/Secy. Dona Turgeon, next meeting/Annual Meeting, Saturday, June 2, 2007 at 9:30am. Minutes: Read by Dona, motion to accept by Kurt, second by Jim, motion carried. Treasurer’s Report: Dona picked up mail and mentioned 41memberships came in. OLD BUSINESS: Fish Committee: Louie spoke with Laura about tagging 5 Carp instead of one and she has now completed doing that, they’re tagged in size from 18.2 to 29.4”. Dona got posters up at most places. Louie asked about bow hunters, Dona had spoken w/Annaka Hayes & Jeff Mahnke (they ran a Carp Shoot a couple years back). Louie said we don’t have to be involved, just to advise them about the tagged carp. Louie said Tom Labs saw the DNR boom shocking. Turn the Carp tags into DNR, Louie, Dona or Kurt with info on where caught and approximate size. Dona sent News Release about Carp to Representative and Citizen Newspapers. Louie said it could be put on website also. Parade of Homes: Dona states there are only 4 tickets left. Special Friends Outing: Louie heard from the Home in Fox Lake and 17 will participate this year and ARC of Beaver Dam hasn’t give numbers yet but will advise before June 1. Louie is taking names of boat drivers who will fish and/or pleasure boat. Pig Roast: Dona heard from Bill Buchda and he will be Klancy for us, she notified Chris Winkelman of that. Tom said people have asked if we could change beans to sauerkraut……Dona or Lou will contact caterer and ask if he can add sauerkraut or if we could make sauerkraut. Debbie had the posters from Bud.& she’ll have the ones from Miller this week. Louie and Gordie went to Brandon and paid for the hind quarter, gave receipt to Dona for Lou, also cancelled the trailer/cooler. Louie needs more shotgun tickets for the Legion in Waupun (they‘ve sold about 100 so far), Dona will pick up the tickets from Boat House, Louie said Twin Shores didn’t have any, Dona said Schaumburg wants more. Louie also picked up 20 gun tickets from Knotty Pine and gave to Waupun Legion. He wonders if any of the places want the actual gun for display? Dona asked about Donation Committee getting together, Louie will coordinate that meeting, calling the committee members. Chris Winkelman arrived and reports on Kids Tent. She has some local businesses donating prizes for the games. Juggler will come from 2-2:30, she wants to run the games with tickets, still working on a Bouncy House, will have “fishing” games, she has kids to help run it with her, she will need a tent for Kid’s Tent, which will be set up for her. Golf Outing: 25 committed so far. Deb Green reiterated that she needs to know how many she’ll have by May 31st. We will golf no matter how many people sign up, but if there’s not 72, it won’t be a “shotgun” start. It goes either way. Louie asks if we should put an ad in a local paper…Deb thinks maybe in the Representative…. Concerts in the Park: Dona read Bonnie Skaar’s reply regarding our sponsoring an additional week in the series. This year would not be possible, if we are still interested in the Fall, we should let them know, and they would be happy to work with us. Dona said if we do this are we working it too beside paying for the band? We’ll put this on the agenda at that time. Kurt asks we put it on the agenda for the Annual Meeting. Website: Dona spoke with Dennis Pufahl who is coordinating the site, he wants to have a meeting with the entities involved as to what each wants on their pages, etc. He mentioned “Fish” is a heading that all entities are involved in….Dona asked what we would want on there. People suggested: Events, News Items, Concerts In The Park, Mission Statement, Topographical Map, Map Showing Fox Lake Relative to Madison/Milwaukee/FDL, Lake Access Points, Tagged Carp $100 Contest. Bev Conner asked if we had a slogan, she suggested “Catch Your Dream In Fox Lake”…..or maybe have a slogan contest….Doris suggests having slogan contest on the web site. Dona will report back next meeting. Any Other Old Business: Louie asked to clarify his last meeting statement regarding Condos, he‘s not against Condos we have but what‘s going on in future regarding 2 lots being put together and condos put on. He’s not picking on current condo owners but in future we as a group or someone from the group should go to Town Board regarding limiting to protect this great resource we have. Kurt believes we need someone at Town Board Meetings to represent the Property Owners. Dona suggests if this is a concern of anyone, they go to the Town Board Meetings until this board decides if they want to be involved. Louie asks what peoples feelings are. Dona says her personal feeling she has no problem with condos and she can’t see if someone pays a million dollars for a piece of property they’re going to just build one house because of set back/road limits….Ted says news always talks about diminishing Green Space, every time you take a property and build 15 condos with blacktop, where does the water go. Kurt said there are different setbacks for condos vs. single family homes. There’s concern regarding pier slips in front of condos. Dona asked the audience if they had opinion…Bev Quast thinks we may be too complacent, maybe we should determine a percentage of the lake that can be developed…..Chris thinks they want the tax money……Tim Meekma states that there are many other issues that affect lake quality other than condos. He’s concerned that 3 or 4 Town Board members live on the lake, he mentions culverts that run right into the lake. He heard last week the Town Board approved the installation of an outside furnace. Ted said they passed an ordinance a year ago that it has to be setback so many feet and the chimney must be a certain height……but they approved it, even though many other communities have banned them. Dona got back to polling the audience and each of them wants to protect green space, etc. Tom Labs reiterates, this has been talked about now a few meetings, does the board want to get involved. Dona asks how exactly will we put this on the agenda for the annual….Tom Labs said we can put “Does the membership want this board to speak for them to the appropriate agencies, yeah or nay on certain subjects“. The FLPO Board will have to designate a person to go to these meetings. Bev Quast asked if this board reports to the Town Board, the minutes or anything…..yes because there are people on this board and that one. No, there’s no formal sharing of info. She expresses it’s strange that we don’t give the minutes of FLPO to Town Board. Kurt says you have to query the FLPO members and if the bulk of them are against condos, then you would be able to go in front of the Town Board and say I represent the FLPO and we have a questionnaire that went out and our stance is against any additional condos, per se. What Bev Quast is saying, do the people who are on the Town Board and the FLPO Board, bring the info back and forth? Ted thinks the Town Board minutes should be published as they do in the City. People express concern there is no accountability. Bev states, FLPO Board Members have been elected to represent the FLPO, and the FLPO picks up a large part of the Town constituency, so why doesn’t a member from this board go to the Town Board meetings. Dona states, the question is, do the members want this organization to be more political, her opinion is that it hasn’t been, it was more for the lake, stocking, mostly fish stocking, fish habitat. Chris asks if we’ve tracked how development affects the fish population. Dona states this has just all kind of started, regarding the growth. Kurt states it’s just a matter of feedback, letting them know, because when they’ve gone to the Town, on behalf of the FLILD, the Town was more than cooperative with their request, it’s just that someone has to go there. Dona noted to put it on the agenda for the annual meeting, the question: “Do we want to become more politically involved, i.e. have FLPO represent the members opinions regarding Green Space, out of hand growth…..“ Bev Quast suggests that a member of this board report on a monthly basis to the Town Board as to what the activities and concerns are of this board. Louie asks if that couldn’t be taken care of by sending our minutes to them. Dona says if you’re going to vote to be political, you have to go. Kurt says you have to send out quarterly or bi-annually to the members, questions regarding their concerns….Bev says it’s not only those things, just letting them know about activities. Dona mentions that because they were on both boards it was assumed these things were communicated, and it actually worked well. Tim Meekma brought that he and Louie composed a letter that would be entered in the next Tides Newsletter and Dona read it. This will be submitted to Ed for the next newsletter after Tim revises. Ted asks to have his name put on there. Kurt, Debbie, Max, Bob, Doris, Jim, Tom, Bev, Richard Girard, George Salaj, Chris Winkelman, Kurt Steinke….Tom Labs would but he thinks it should only be Board Members. Tim thinks this should get out before the Annual Meeting, so it needs to be in the Newsletter and replied to BEFORE Annual Meeting, then we’ll have a consensus and then we‘ll know if we should be more political. Jim Roehr motioned that Tim submit that letter to the Letter To The Editor of the Representative and other Local Newspaper, Deb Green seconded, motion carried. Debbie asks if we can gather “e-mail” addresses, then maybe we can email the newsletter, etc. NEW BUSINESS: None. Motion to Adjourn: Motion by Ted, second by Doris, motion carried.
