March 10, 2008 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, March 10, 2008 at 7:30 p.m. Chairman Wagner called the Town Board meeting to order with all officers present and 8 other citizens. The next monthly meeting will be April 14, 2008 at 7:30 p.m. The Fox Lake Fire Association will meet Tuesday, March 11, 2008 at 4:00 p.m. Spring Election Day is Tuesday, April 1, 2008 with the polls open from 7:00 a.m. to 8:00 p.m. The Annual Town Meeting is Saturday, April 12, 2008 at the Town Hall at 1:00 p.m. Supervisor Babros made a motion seconded by Supervisor Wissing to accept the minutes of the Town Board Meeting of February 11, 2008. All in favor motion carried. The Treasurer’s report as of February 29, 2008 showed receipts for February, 2008 of $33,768.20, transfer from the Tax Savings Account of $887,473.00 and disbursements of $957,448.68, with a balance in the regular checking account of $80,073.47. The LGIPF account had interest receipts for February, 2008 of $533.04 with a balance of $189,965.56. The Tax Savings Account had receipts of tax payments of $207,491.42 and a transfer to regular checking of $887,473.00 with a balance of $306,026.07. The Municipal Court Savings Account had no activity with a balance of $2,386.93. Supervisor Wissing made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Louis Leizinger commented that at a recent weed committee meeting the possibility of the Town installing fire number signs on the lake side of Fox Lake properties was discussed. Town Board reaction was that the cost would be prohibitive and the signs would be too difficult to maintain. Officer Mosher provided the Board with the Police report. In February, 2008 the police officers worked 66.25 hours, responded to 1 complaint, assisted others 2 times, issued 0 warnings and 2 citations. Officer Mosher asked the Board to consider allowing him to relinquish the Officer-in-Charge position and to appoint Terrence Gebhardt as the Officer-in-Charge and he would continue as a patrol officer. Supervisor Streich made a motion seconded by Supervisor Babros that effective April 1, 2008 Terrence Gebhardt be appointed Officer-in-Charge and Michael Mosher will be become a patrol officer with the hourly rates for each adjusted accordingly. All in favor motion carried. Roads concerns raised included water retention on Shorecrest Drive, a mailbox down on Howard Drive and weight limits on Pleasant Road. These concerns will be addressed by the Roads Committee. For Parks & Lakes, there is a divider at the Fox Lake rest room that was kicked out and needs to be replaced. Armond Alsteen continues to check oxygen levels on Lake Emily and Fox Lake and has some concern that the levels thus far are not increasing. Armond has received a donation of timers for the aerator motors and will install them in an attempt to reduce electric costs. On the matter of the road discontinuance and conveyance to Grace Klug and Adam Smith, information received from Mr. Okon indicates that the dimensions on quit claim deed to the Town from Dyson & Ella Roberts can not be matched to the measurements found on the 2003 certified survey of Alden Krueger. Supervisor Wissing made motion seconded by Supervisor Streich to rescind the resolution of January 14, 2008 and to retain the road right-of-way. All in favor motion carried. Frank Moore did not appear to address a proposed land division for that property. The date for the annual road inspection was set for April 12, 2008. Town officers will meet at the Chalet at 7:00 p.m. The Comprehensive Plan Action Plan was reviewed in regard to what has been accomplished over the past two years. Supervisor Babros made a motion seconded by Supervisor Lehman to instruct the Plan Commission to prepare a subdivision ordinance for the Town and forward it to the Town Board. All in favor motion carried. Supervisor Wissing made motion seconded by Supervisor Babros to issue operators’ licenses to Harriet Hoffman and Tiffany Bontrager. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit. All in favor motion carried. Supervisor Wissing made a motion, seconded by Supervisor Babros to adjourn.
