May 12, 2008 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, May 12, 2008 at 7:30 p.m. Chairman Wagner called the 2008 Board of Review to order with all officers present. Supervisor Wissing made a motion seconded by Supervisor Babros to adjourn the Board of Review to July 15, 2008 when the assessment roll has been completed. All in favor motion carried. Chairman Wagner called the Town Board meeting to order with all officers present and 6 other citizens. The next monthly meeting will be June 9, 2008 at 7:30 p.m. The Fox Lake Fire Association will meet Tuesday, May 13, 2008 at 8:00 p.m. Supervisor Wissing made a motion seconded by Supervisor Babros to accept the minutes of the Town Board Meeting of April 14, 2008. All in favor motion carried. The Treasurer’s report as of April 30, 2008 showed receipts for April, 2008 of $22,673.60, a transfer from Municipal Court Savings of $1,526.60, disbursements of $56,272.64, with a balance in the regular checking account of $20,593.94. The LGIPF account had interest receipts for April of $426.72 with a balance of $190,894.30. The Tax Savings Account had no activity with a balance of $306,833.70. The Municipal Court Savings Account had a transfer to regular checking of $1,526.60 with a balance of $1,562.37. Supervisor Streich made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Officer Gebhardt provided the Board with the Police report. In April, 2008 the police officers worked 105 hours, responded to 1 complaint, assisted others 3 times, issued 1 warning and 8 citations. Officer Gebhardt requested that the Town board appoint two additional police officers for the Town of Fox Lake. Supervisor Babros made a motion seconded by Supervisor Wissing to appoint Michael Klavekoske and Craig Freitag as Town of Fox Lake police officers. All in favor motion carried. Supervisor Streich reported that 2 culverts on Howard Drive have been replaced and a catch basin and drain tile has been installed south of the “Y” intersection on Howard Drive. Armond Alsteen informed the Board that the guard rail at the end of Chief Kuno Trail had been damaged. Chariman Wagner indicated that No Parking signs may need to be placed along Chief Kuno Trail at the Boat House Pub and at The Shores to limit parking to one side of the road. Chairman Wagner has been contacted by Alliant Energies to receive permission to remove one or two pine trees to the west of the Town Hall driveway to allow the installation of 3-phase electric lines. The Town Board agreed to allow the removal of the one pine tree nearest to the right-of-way. The spring garbage/trash pickup will occur the week following Memorial Day and Samuels Recycling will be picking up the metal items. Supervisor Streich will be in contact with Samuels and provide them with the information and a map with possible pickup points. Julie Quade from the Fox Lake Chamber of Commerce requested that the Town Board consider participating in the preparation and cost of an area visitors’ guide. She requested that $4,000 be appropriated for this project. The Town Board will review this request as part of the 2009 budget preparation. Bids were received for seal coating from Scott Construction and Fahrner Asphalt. Supervisor Streich made a motion seconded by Supervisor Wissing to award the bid for seal coating to Scott Construction. All in favor motion carried. Bids were received for slag seal from Scott Construction and Fahrner Asphalt. Supervisor Streich made a motion seconded by Supervisor Babros to award the bid for slag seal to Scott Construction. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Lehman to award the bid for cold mix to Scott Construction. All in favor motion carried. Bids were received for slurry seal from Struck & Irwin and Fahrner Asphalt. Supervisor Streich made a motion seconded by Supervisor Babros to award the bid for slurry seal to Struck & Irwin. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Wissing to award the bid for supplying gravel and shouldering to Koplin & Kinas Co. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to award the bid for supplying hot mix asphalt to Northeast Asphalt. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Lehman to award the bid for the reconstruction of Blackhawk Trail to Northeast Asphalt at a cost of $28,658.50, to award the bid for hot mix surface asphalt on Spring Road and Inlet Road to Northeast Asphalt at a cost of $101,542.14 (this amount is $1,856.40 less than the quoted price), and to contract with Struck & Irwin for slurry seal projects on Howard Drive, Cordelia Street and Lake Emily Road at a cost of $29,075.23. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to employ Travis Paul for roadside mowing for 2008 and also to appoint him the weed commissioner. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Wissing to increase the rate for part-time help and election workers to $9.00 per hour, to increase the charge for mowing lots for absentee owners to $200.00 per mowing and to keep all other rates for 2008-09 the same as those that were in effect for 2007-08. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to appoint Roland Gallenberg and Robert Hayes as alternate members of the Board of Review. All in favor motion carried. Supervisor Wissing made a motion seconded by Supervisor Babros to donate $500.00 to the Beaver Dam Lake Improvement Association. All in favor motion carried. Supervisor request to be removed as a Town of Fox Lake representative at the Randolph Fire Association meetings. Chairman Wagner appointed Supervisor Wissing to replace Supervisor Streich. Supervisor Babros made a motion seconded by Supervisor Wissing to issue operators’ licenses to Michele Dornfeld, Rachel Poritz, Cari VandeZande, Sarah Paulick and Brant Hensley. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit. All in favor motion carried.
