June 9, 2008 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, June 9, 2008 at 7:30 p.m. Chairman Wagner called the Town Board meeting to order with all officers present and 21 other citizens. The next monthly meeting will be July 14, 2008 at 7:30 p.m. Open Book will be Tuesday, June 24, 2008 from 3:00 to 6:00 p.m. The Board of Review will meet Tuesday, July 15, 2008 from 4:00 to 6:00 p.m. The Fox Lake Fire Association will meet Tuesday, July 8, 2008 at 8:00 p.m. The Randolph Fire Association will meet Wednesday, July 9, 2008 at 7:00 p.m. Supervisor Babros made a motion seconded by Supervisor Wissing to accept the minutes of the Town Board Meeting of May 12, 2008. All in favor motion carried. The Treasurer’s report as of May 31, 2008 showed receipts for May, 2008 of $17,078.43, a transfer from the Tax Savings Account of $30,000.00, disbursements of $30,273.27, with a balance in the regular checking account of $37,399.10. The LGIPF account had interest receipts for May of $367.83 with a balance of $191,262.13. The Tax Savings Account had a transfer to regular checking of $30,000.00 with a balance of $276,833.70. The Municipal Court Savings Account had receipt of fines and assessments of $962.90 with a balance of $2,525.27. Supervisor Streich made a motion, seconded by Supervisor Lehman to accept the Treasurer’s report. All in favor motion carried. Louis Leizinger asked that a high water warning sign be placed on Chief Kuno Trail due to water in the road from the weekend rains. Officer Klavekoske provided the Board with the Police and Lake Patrol report. In May, 2008 the police officers worked 93.5 hours, responded to 1 complaint, assisted others 3 times, issued 4 warnings and 6 citations. In May, 2008 the lake patrol officers worked 16 hours, made 9 contacts, issued 0 citations and 3 warnings. Ted Kahlow questioned the use of mopeds on highways and was told by Officer Klavekoske that mopeds are not allowed on highways with speed limits exceeding 35 miles per hour. Chairman Wagner reported on the quarterly meeting at the Fox Lake Correctional Institution. There are now 1,400 prisoners housed at the prison; it costs $70.00 per day to house each prisoner; and FLCI is now the medical center for the entire State of Wisconsin correctional system. Supervisor Streich spent much of Sunday evening, June 8th cleaning culverts on Howard Drive and suggested that Inland Lake District attempt to work with Tom White to establish a buffer in his field to prevent erosion into the culverts and the lake. Supervisor Streich indicated that Northeast Asphalt would not perform the work on Inlet Road for the price approved at the May 12th meeting. Supervisor Streich made a motion seconded by Supervisor Wissing to remove the Inlet Road project from the bid awarded and award only the bid for Spring Road to Northeast Asphalt at a cost of $91,229.54. All in favor motion carried. Armond Alsteen Asked questions about the slow children at play signs on Chief Kuno Trail, whether additional dead end signs could be placed on Chief Kuno Trail and whether reflective strips could be placed on the sides of the stop sign post at Chief Kuno Trail and State Road 33. Supervisor Streich will place reflective strips at the Howard Drive, the Chief Kuno Trail and the Blackhawk Trail at County Road F entrances. The public hearing for Liquor, Cigarette, and Operators License applications was called to order at 8:00 p.m. No comments or concerns were expressed regarding any of the applications. Supervisor Babros made a motion seconded by Supervisor Wissing to issue Liquor Licenses to the eight businesses shown on the list attached to these minutes. All in favor motion carried. Supervisor Wissing made a motion seconded by Supervisor Babros to issue Cigarette Licenses to the four businesses shown on the list attached to these minutes. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Streich to issue Operators Licenses to the forty-two individuals shown on the list attached to these minutes. All in favor motion carried. The spring garbage/trash pickup appeared to be successful with the only concern being the scavenging of metal by unauthorized persons The Town Board ordered the posting of notices and the enforcement of slow-no-wake on all of the waters of Fox Lake until further notice per the ordinance adopted June 12, 2006. Supervisor Wissing has instructed Mr. Sweetman that the slow-no-wake buoys on the east side of Fox Lake need to be moved to form a line from Trailer Island to the east end of Delbern Acres. Mr. Sweetman informed Chairman Wagner that 20 no-wake and 20 no-anchor buoys may be needed for 2009. Concern was expressed about the dams on Fox Lake and Lake Emily. Supervisor Wissing felt that the Fox Lake Dam should be wide open to reduce the lake level and that a meeting with the dam operator and city officials should be requested to ensure this action. Chairman Wagner and Supervisor Babros will meet with these persons. If necessary the Town attorney should be contacted to determine the Town Board powers regarding lake levels and dam operation. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit. All in favor motion carried. Supervisor Wissing made a motion, seconded by Supervisor Babros to adjourn.
