July 14, 2008 Monthly Board Meeting

Town of Fox Lake Monthly Board Meeting
Monday, July 14, 2008 at 7:30 p.m.

Chairman Wagner called the Town Board meeting to order with all
officers present and 7 other citizens. The next monthly meeting will
be August 11, 2008 at 7:30 p.m. The Board of Review will meet Tuesday,
July 15, 2008 from 4:00 to 6:00 p.m.  The Fox Lake Fire Association
will meet Tuesday, August 12, 2008 at 8:00 p.m.  

Supervisor Babros made a motion seconded by Supervisor Wissing to
accept the minutes of the Town Board Meeting of June 9, 2008. All in
favor motion carried.

The Treasurer’s report as of June 30, 2008 showed receipts for June,
2008 of $17,423.87, disbursements of $24,063.98, with a balance in the
regular checking account of $30,758.99.  The LGIPF account had
interest receipts for June of $349.02 with a balance of $191,611.15. 
The Tax Savings Account had interest receipts of $224.49 with a
balance of $277,058.19.  The Municipal Court Savings Account had
receipts in interest of $1.62 and fines and assessments of $603.60
with a balance of $3,130.49.  Supervisor Streich made a motion,
seconded by Supervisor Lehman to accept the Treasurer’s report.  All
in favor motion carried.

Louis Leizinger asked questions regarding the Fox Lake dam operation
during the recent heavy rains.  Specifically: Why was the dam not
fully opened when the water level reached a level 6 inches above
normal?: Would the flooding of some properties have not been less if
the dam was fully opened?; Who is responsible for determining when the
dam should be fully opened?; and Is Beaver Dam notified of changes in
the water flow over the dam?.

Officer Gebhardt provided the Board with the Police and Lake Patrol
report. In June, 2008 the police officers worked 141.5 hours,
responded to 4 complaints, assisted others 7 times, issued 3 warnings,
and 16 citations, assisted EMS once and motorists 3 times.  In June,
2008 the lake patrol officers worked 29.5 hours, made 22 contacts,
issued 3 citations and assisted 1 boater

Supervisor Streich asked if there was any objection to placing the
Blackhawk Trail road sign on the south side of the Highway A
intersection rather than the north side. There was no objection.  A
new culvert is required at on Blackhawk Trail at the McClleland’s
property.  Supervisor Wissing made a motion seconded by Supervisor
Babros to purchase and install a 24” x 35” squashed culvert at that
site. All in favor motion carried.  Dodge County will be contacted
regarding the visibility at the intersection of Sunset Lane and County
Road A.  A list of the road damage resulting from the “Flood of 2008”
was distributed including shouldering, culverts, the Fox Lake Dam and
County Road P.  Much of the cost of repairing this damage should be
reimbursable through FEMA.  Ted Kahlow inquired if something can be
done about the standing water that breeds mosquitoes at the Krieser
Condos on Howard Drive.  The question will be raised with the Dodge
County Health officer. 

Supervisor Streich reported that the outboard motor props from the
old motor will fit the new motor and there are four available. 
Supervisor Wissing is awaiting a bid from Dean Kohl for dollies to
move the floating piers.  Supervisor Wissing will contact Bill
Sweetman to move and place buoys in the proper spots and also will get
the aerator lot on Fox Lake cleared of brush and trees.

A bid was received from Scott Construction to either wedge and seal
coat Brave Road or just seal coat.  The Town Board determined that
funds are not available for this project in 2008.

The Town Board and the audience spent considerable time discussing
the operation of the Fox Lake dam and the shared responsibility of the
City and Town of Fox Lake.  The operation and maintenance guide
prepared in 2001 by Ayres and Associates which was accepted by both
the City and Town and approved by the DNR engineer after the new dam
was constructed should be followed.  Supervisor Wissing made a motion
seconded by Supervisor Babros to designate Supervisor Streich as the
primary person to represent the Town in any and all activities related
to the dam and its operation and maintenance.  Four in favor, one
abstention (Supervisor Streich), motion carried.

The two delinquent personal property tax accounts were reviewed. 
Clerk Benter will attempt to contact Paul Lange’s heirs to get payment
of $49.63 and in all likelihood a small claims court action will be
required again to collect the Lorelei Supper Club payment of $117.45
from Robert Ballweg.

Letters will be mailed to Town residents announcing the September
Special Trash Pickup to be held the week following Labor Day.

A request for navigational markers on the “jug” side of Chief Kuno
Trail was satisfied by offering the interested persons the use of the
markers which are in the Town inventory.

Supervisor Wissing made motion seconded by Supervisor Babros to issue
Operators’ licenses to Michelle Neuman, Troy Fischer, and Adeline
Gavin.  All in favor motion carried.

Supervisor Babros made a motion seconded by Supervisor Wissing to pay
bills subject to audit.  All in favor motion carried.

Supervisor Streich made a motion, seconded by Supervisor Lehman to
adjourn.  All in favor motion carried.
