August 11, 2008 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, August 11, 2008 at 7:30 p.m. Chairman Wagner called the Town Board meeting to order with all officers present and 10 other citizens. The next monthly meeting will be September 8, 2008 at 7:30 p.m. The Fox Lake Fire Association will meet Tuesday, August 12, 2008 at 8:00 p.m. A Special Town Board Meeting will be August 27, 2008 at 6:30 p.m. at the Fox Lake City Hall. Supervisor Babros made a motion seconded by Supervisor Wissing to accept the minutes of the Town Board Meeting of July 14, 2008. All in favor motion carried. The Treasurer’s report as of July 31, 2008 showed receipts for July, 2008 of $40,407.75, a transfer from the Tax Savings account of $275,000.00, a transfer from the Municipal Court account of $1,566.50 and disbursements of $187,835.31, with a balance in the regular checking account of $159,897.93. The LGIPF account had interest receipts for July of $361.86 with a balance of $191,973.01. The Tax Savings Account had a transfer of $275,000.00 to regular checking with a balance of $2,058.19. The Municipal Court Savings Account had receipts in fines and assessments of $1,008.80 and a transfer to regular checking of $1,566.50 with a balance of $2,572.79. Supervisor Streich made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Officer Gebhardt provided the Board with the Police and Lake Patrol report. In July, 2008 the police officers worked 183.25 hours, responded to 9 complaints, assisted other agencies 5 times, issued 2 warnings and 21 citations, assisted EMS once and responded to 2 accidents. In July, 2008 the lake patrol officers worked 21.5 hours, made 7 contacts, and issued 0 citations and 3 warnings there was minimal boat traffic while on patrol. Kim Derleth reported that she had had gasoline siphoned from her vehicle and had heard rumors of other thefts around Fox Lake. She was concerned that there did not appear to be on-going communication between the Dodge County Sheriff Department and the Town of Fox Lake Police Department pertaining to calls made by either department. She also felt that there should be more police presence on Chief Kuno Trail and Blackhawk Trail between the hours of 10:00pm to 3:00am. Supervisor Streich reported that some of the road damage resulting from the “Flood of 2008” has been repaired including shouldering on Pleasant Road, Spring Road, Cordelia Street, Howard Drive, Lake Emily Road and Blackhawk Trail and culverts on Blackhawk Trail. The new asphalt and coatings on Spring Road, Howard Drive and Blackhawk Trail have been striped. Supervisor Wissing will get dollies made to move the floating piers and will get the railings and rubber shields repaired after the piers are removed in the fall. A complaint has been filed in Small Claims Court to attempt to get payment from Jeff Leweke in the amount of $3,425.56 for the damage caused to Howard Drive in 2006. The court date is August 27, 2008 at 10:30 a.m. and Supervisor Streich will represent the Town in court. Supervisor Streich made a motion seconded by Supervisor Wissing to support a Conditional Use Permit for William Knueppel for landscaping work done on his property at N10816 Maple Point to resolve a violation issued by Dodge County and to inform the Dodge County Land Resources & Parks Department of such support. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to support the Fox Lake Inland Lake Protection and Rehabilitation District request for an Aquatic Invasive Species Grant to prepare for and execute a Spring Aluminum Sulfate treatment on Fox Lake. All in favor motion carried. Dodge County will sponsor a hazardous waste collection program on Saturday, September 13, 2008 at the Highway Shop on County Road A from 8 am to noon. Supervisor Wissing made motion seconded by Supervisor Babros to approve the plans for the Trenton Street and Mill Creek Culvert reconstruction. All in favor motion carried. Supervisor Lehman made a motion seconded by Supervisor Wissing to apply for a short-term loan from the State Trust Fund not to exceed $600,000.00 to pay for road repair and the Trenton Street and Mill Creek culvert reconstruction with the loan to be repaid with FEMA funds and a property tax levy. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to petition the Dodge County Highway Commission for one-half the cost of replacing the Mill Creek Culvert under Trenton Street (County Highway P) at an estimated total cost of $432,000.00 with the Town being responsible for $216,000.00 with funds to be borrowed as needed for this project. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Lehman to call a Special Town Electors meeting for Monday, September 8, 2008 at 7:00 p.m. for the purpose of approving the 2008 town highway expenditures. All in favor motion carried. Supervisor Wissing made a motion seconded by Supervisor Babros to enter into a new three year contract with Kopplin & Kinas Company for snow plowing with the 2008-09 rates remaining the same as those paid in 2007-08 and the rates for 2009-10 and 2010-11 to be negotiated. All in favor motion carried. Supervisor Wissing made motion seconded by Supervisor Babros to issue an Operators license to Corrina Gray. All in favor motion carried. Dick Martin representing the Fox Lake Golf Club presented a proposed land division with three parcels to be separated from the golf club, Lot 1 of approximately 13 acres to the north and east of Indian Point Road and Lots 2 & 3 located at the north end and west of Oakes Road. Supervisor Streich made a motion to support a Minor Land Division for Lot 1 with the stipulation that such division would preserve the Town right-of-way for the extension of Indian Point Road to the lake. Four (4) in favor, one (1) opposed (Supervisor Wissing) motion carried. Dale Paul presented a plan to control run-off and soil erosion on parcel number 018-1313-1423-000 on the north side of Blackhawk Trail. Part of the plan is to install an underground pipe from a holding pond to a Town catch basin. Supervisor Streich made a motion seconded by Supervisor Wissing to allow a penetration in the catch basin on the north side of Blackhawk Trail for an 18 inch pipe and that such pipe is to be insulated if not installed 4 feet underground. All in favor motion carried. The Town Board will consider any cost sharing for this project at its September meeting. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit. All in favor motion carried. Supervisor Wissing made a motion, seconded by Supervisor Lehman to adjourn.
