January 11, 2010 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, January 11, 2010 at 7:30 p.m. Chairman Streich called the Town Board meeting to order with all officers present and 9 other citizens. The Fox Lake Fire Association will meet Tuesday, January 12, 2010 at 4:00 p.m. The Randolph Fire Association will meet Wednesday, January 13, 2010 at 7:00 p.m. The Holiday Gathering will be at Schaumburg’s on Saturday, January 16, 2010 at 6:00 p.m. WTA District meeting is Friday, February 5, 2010 at Ripon and the car pool will leave the Town Hall at 7:45 a.m. The next Town Board Meeting is Monday, February 8, 2010 at 7:30 p.m. Supervisor Babros made a motion seconded by Supervisor Lehman to accept the minutes of the Town Board Meeting of December 14, 2009. All in favor motion carried. The Treasurer’s report as of December 31, 2009 showed receipts for December, 2009 of $3,022.76, disbursements of $31,537.84, with a balance in the regular checking account of $96,368.97. The LGIPF account had interest receipts for December of $34.90 with a balance of $194,400.64. The Tax Savings Account had interest receipts of $66.28, tax payments received of $1,159,403.55 with a balance of $1,166,340.82. The Municipal Court Savings Account had interest receipts of $1.85 and receipts in fines and assessments of $779.40 with a balance of $4,789.19. The end-of-the year 2009 Budget compared to Actual report included the budget adjustments approved at the December, 2009 meeting. It was noted that those accounts which were overspent necessitating the adjustments were: Road Maintenance, Snow & Ice Removal, Aeration, Buoys and Dams. Although the over expenditure in these accounts totaled in excess of $99,000.00, nearly $24,000 of this difference was covered by under expenditures in other accounts. Supervisor Lehman made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Chairman Streich received a thank you from the Mayflower Lake District for the donation of buoys. Officer Gebhardt was not present and no Police Report was received for December, 2009. Chairman Streich alerted the Town Board of the possible need for no parking signs at the Lake Emily aerator building site. He also stated that he had received a letter from Attorney Hoeper requesting assistance in siting a driveway along County Road F. He informed him that the Town had no jurisdiction and the process required by Dodge County for such a request. Wade Oemichen of the DNR has informed Chairman Streich that soil tests need to be done at the site of the proposed parking lot off Sieske Road and plans will be presented in spring, 2010. Supervisor Flemming distributed 7 articles regarding aeration of lakes and Laura Stremick-Thompson distributed 3 additional articles. Discussion of these materials explained aeration used to prevent winter fish kill, destratification systems and hypolimnetic aeration. Destratification is not a concern on Fox Lake and/or Lake Emily because there is not stratification in shallower lakes. Hypolimnetic systems are very expensive to install in lakes larger than pond size. If the purpose of aeration in Fox Lake and Lake Emily is to prevent winter fish kill, the current systems are doing the job. The Town Board was not yet ready to address any changes in the current aeration systems and this item will be on the February agenda. Clerk-Treasurer Benter reported that Ron Babros will be running for Supervisor #3 and Armond Alsteen and Thomas Wissing will be running for Supervisor #4 in the April, 2010 Spring Election. Supervisor Wissing presented a proposal from Ron Mueller for the installation and removal of the piers on Fox Lake, Lake Emily and Beaver Dam Lake. No action was taken because some Town Board members felt more proposals should be solicited. The blanket permit for construction from Adams-Columbia Electric Coop was authorized. Land Division regulations are being considered by the plan commission and Town Board members were asked to review the proposal and present any concerns to the plan commission. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit. All in favor motion carried. Supervisor Babros made a motion, seconded by Supervisor Wissing to adjourn.
