Town of Fox Lake Monthly Board Meeting Monday, October 8, 2007 at 7:30 p.m. Chairman Wagner called the Town Board meeting to order with all officers present and 10 other citizens. The next monthly meeting will be November 12, 2007 at 7:30 p.m. The Fox Lake Fire Association will meet Tuesday, October 9, 2007 at 8:00 p.m. The Randolph Fire Association will meet Wednesday, October 10, 2007 at 7:00 p.m. The Town Board Budget Prep Meeting is Thursday, October 18, 2007 at 5:00 p.m. The Town 2008 Budget Hearing is Monday, November 12, 2007 at 7:00 p.m. Supervisor Babros made a motion seconded by Supervisor Wissing to accept the minutes of the Special Electors Meeting of September 10, 2007. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Streich to accept the minutes of the Town Board Meeting of September 10, 2007. All in favor motion carried. The Treasurer’s report as of September 30, 2007 showed receipts for September, 2007 of $4,331.31, transfer from Tax Savings of $308,370.32, disbursements of $196,060.77, with a balance in the regular checking account of $253,530.24. The LGIPF account had interest receipts for 8/31 and 9/30 of $1,570.71 with a balance of $186,643.50 and the Tax Savings Account had interest receipts of $606.78 and a transfer to regular checking of $308,370.32 with a balance of $606.78. Supervisor Wissing made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Louis Leizinger questioned the removal of helixor buoys on Fox Lake because he was of the impression that some would remain in order to prevent boats anchoring in this area. Supervisor Wissing stated that the person removing the buoys had not been directly instructed to leave some of these buoys in the lake. Lou Benter thanked the Board on behalf of Don Timmel for cutting the weeds on the east shore at the Fox Lake Town Park and urged that these weeds be cut periodically throughout the summer. Supervisor Wissing questioned whether building permits had been issued for the construction occurring at the Green Bell condos and if the construction was adhering to the plan approved for this plot by the Town Board. Chairman Wagner will look into this concern. Officer Mosher provided the Board with the Police report. In September, 2007 the police officers worked 100 hours, responded to 6 complaints, assisted others 3 times, issued 3 warnings and 12 citations.. Supervisor Streich described an area on Blackhawk Trail just west of the Town Park where the road surface is deteriorating. Supervisor Streich made a motion seconded by Supervisor Wissing to contract with Scott Construction to place a wedge of 533 feet by 10 feet in the area described at a cost of $1,500.00. All in favor motion carried. Supervisor Wissing will cut and haul away the downed tree at W11017 Blackhawk Trail. Supervisor Wissing will start up the aerators on Fox Lake and Lake Emily to ensure they are operating. Armond Alsteen volunteered to take oxygen readings after the lakes are frozen this winter of 2007-08. Supervisor Streich made a motion seconded by Supervisor Babros to support rezoning of the Cliff & Marilyn Krentz condo plot at W10993 Blackhawk Trail from C-2 Extensive Commercial to R-3 Multi-Family Residential and to inform the Dodge County Land Resources & Parks Department of such support. All in favor motion carried. Clerk-Treasurer presented data as to what the result would be if the formula for the assessment of Fox Lake Fire Association dues were changed to only include the improvement and personal property value rather than the total real estate value. The change would result in a slightly lower cost to the Town. Supervisor Babros will suggest this change at the Fox Lake Fire Association meeting on October 9, 2007. Grace and Ken Klug were present to present information regarding discontinuing a non-utilized town roadway that bisects their property at the intersection of Maple Point and Blackhawk Trail and to request that this land be conveyed to them. Supervisor Wissing made a motion seconded by Supervisor Babros to approve a resolution to discontinue the road and convey the property to Grace Klug. 2 ayes (Wissing and Babros), 3 nays (Streich, Lehman, and Wagner), the motion failed. The Town Board will have the certified survey and the affect of this request on neighboring properties reviewed by Sal Okon and address the matter at the next meeting. The Town Board was informed that the Wisconsin Towns Association Convention is in Green Bay from October 21st to the 24th. At this time no one is planning to attend. No 2007 budget revisions appear necessary as of this date. Supervisor Wissing made a motion seconded by Supervisor Babros to pay bills subject to audit. All in favor motion carried.
