Town of Fox Lake Monthly Board Meeting Monday, May 10, 2010 at 7:30 p.m. Chairman Streich called the Town Board meeting to order with all officers present and 12 other citizens. The Fox Lake Fire Association meeting is Tuesday, May 11, 2010 at 8:00 p.m. The next Town Board Meeting is Monday, June 14, 2010 at 7:30 p.m. Supervisor Babros made a motion seconded by Supervisor Lehman to accept the minutes of the Town Board Meeting of April 12, 2010. All in favor motion carried. The Treasurer’s report as of April 30, 2010 showed receipts for April, 2010 of $28,811.29, a transfer from Municipal Court Savings of $2,789.40, disbursements of $32,921.93 with a balance in the regular checking account of $168,288.40. The LGIPF account had interest receipts for April of $32.96 with a balance of $194,527.72. The Tax Savings Account had no activity with a balance of $167,132.32. The Municipal Court Savings Account had a transfer to Regular Checking of $2,789.40 and receipts in fines and assessments of $570.00 with a balance of $2,451.16. Supervisor Alsteen made a motion, seconded by Supervisor Babros to accept the Treasurer’s report. All in favor motion carried. Supervisor Alsteen reported contacts with various persons regarding, new floodplain maps, fishing and parking on the causeway on Chief Kuno Trail, potholes on Chief Kuno Trail and messy properties. Joy Pufahl informed the Board of persons fishing and parking along the causeway on chief Kuno Trail and the potholes on Chief Kuno Trail Officer Gebhardt presented the Police & Lake Report for April, 2010. In April, 2010 the police officers worked 104 hours, responded to 8 complaints, assisted others 2 times, issued 1 warning and 6 citations, assisted EMS once, responded to 0 accidents and assisted 0 motorists. The lake patrol officers worked 30 hours attending a training session. Officer Gebhardt inquired of the Town Board their desires regarding golf carts driving on Chief Kuno Trail. Since the Town has adopted state statutes regarding traffic enforcement, it is against the law to operate golf carts, 4-wheelers, ATV,s or lawn mowers (unless these are being used for farm purposes) on town roadways and persons doing should be warned and then ticketed. The floodplain maps for the Town of Fox Lake have been updated by Dodge County and FEMA. Supervisor Alsteen will get copies of the new maps for the Town, post them at the Town Hall and the Town will publish a notice and announce in other publications that the maps are available for inspection by Town property owners. The potholes on various roads including Chief Kuno Trail will be filled within the week. The 48 foot long, 48 inch squashed culvert for Indian Point Road has been ordered the Golf Course and residents on Indian Point Road will be notified when the replacement will occur. Supervisor Alsteen noted that more poles are needed for the piers at Fox Lake and Lake Emily and some adjustments need to be made to the brackets. The aeration system on Fox Lake will be an item on the June, 2010 agenda. The responsibilities of Town Board committees were reviewed and Chairman Streich made the following appointments: Governmental Relations – Chairman Streich, Supervisor Flemming; Roads – Supervisor Babros, Supervisor Lehman; Waste Disposal & Recycling – Supervisor Alsteen, Supervisor Babros; Parks & Lakes – Supervisor Alsteen, Supervisor Lehman; Public Safety & Service – Chairman Streich, Supervisor Flemming. Wade Oehmichen from the DNR presented plans for a 24’ by 40’ parking lot on the east side of Sieske Road for 3 cars to be constructed with DNR funds. He stated the Town would need to enter into a contract relating to the moving or changing of this parking lot which he will present to the Town Board. Adjoining property owners including, Dawn Tuel, Ed Lewandoski, and Thomas Stumpner expressed concerns related to access, no hunting, no parking and no trespassing signage. Supervisor Alsteen made a motion seconded by Supervisor Babros to enter into the proposed contract provided that all appropriate and necessary signage is installed by the DNR and the Town will post Sieske Road as No Parking. All in favor motion carried. The boat ramp/portage plan at the Fox Lake Dam will be on the agenda for the June, 2010 Town Board meeting. The Alsteen aeration invoice for $499.94 was reviewed and questions were raised as to its appropriateness when Mr. Alsteen had volunteered his services. Supervisor Flemming made a motion to pay Armond Alsteen $499.94. The motion failed for lack of a second. The notice for the Spring Special Garbage/Junk Pickup to be June 1 to June 5, 2010 will be mailed to all Town property owners about May 14th. Supervisor Alsteen made a motion seconded by Supervisor Babros to donate $750.00 for the July, 2010 fireworks. All in favor motion carried. Supervisor Alsteen made a motion seconded by Supervisor Babros to extend for three years the contract with William J. Sweetman for buoy installation and removal at the same rates currently paid. All in favor motion carried. Quotes for road work received from Struck & Irwin Paving and Scott Construction were reviewed. Supervisor Lehman made motion seconded by Supervisor Flemming to contract with Struck & Irwin Paving for the prep work and slurry seal on Sunset Lane, Chief Kuno Trail and Hickory Grove Road for 42,791.60 and to contract with Scott Construction for wedging, patching and sealing on Lake Emily road and Brath Road for $42,771.70. All in favor motion carried. Supervisor Alsteen made a motion seconded by Supervisor Babros that Travis Paul be appointed the weed commissioner and employed for roadside mowing with Jacob Paul as his backup. All in favor motion carried. Supervisor Alsteen made a motion seconded by Supervisor Lehman to pay $10.00 per hour for roadside mowing. All in favor motion carried. Supervisor Lehman made a motion seconded by Supervisor Babros to maintain the same wage rates for 2010-11 as in effect for 2009-10. All in favor motion carried. Supervisor Alsteen made a motion seconded by Supervisor Lehman to appoint Roland Gallenberg and Robert Hayes as alternate members of the Board of Review. All in favor motion carried. Supervisor Alsteen made a motion seconded by Supervisor Lehman to approve the revisions to the 2030 Comprehensive Plan as described in the Plan Commission Proposed Amendments dated Aprl 26, 2010. All in favor motion carried. Supervisor Babros made a motion seconded by Supervisor Lehman to pay bills subject to audit. All in favor motion carried. Supervisor Alsteen stated he would devise a plan for allowing fishing and parking on Chief Kuno Trail at the causeway and asked Board members to view his staking at the ditch in the Fox Lake Town Park. Supervisor Flemming asked if there are still funds available to do other roadwork on Oakes Road and Point Road. Supervisor Babros made a motion, seconded by Supervisor Lehman to adjourn.
