December 10, 2007 Monthly Board Meeting
Town of Fox Lake Monthly Board Meeting Monday, December 10, 2007 at 7:30 p.m. Chairman Wagner called the Town Board meeting to order with all officers present and 10 other citizens. The next monthly meeting will be January 14, 2008 at 7:30 p.m. The Fox Lake Fire Association will meet Tuesday, December 11, 2007 at 4:00 p.m. Supervisor Babros made a motion seconded by Supervisor Wissing to accept the minutes of the Special Town Meeting of Electors of November 12, 2007. All in favor motion carried. Supervisor Streich made a motion seconded by Supervisor Babros to accept the minutes of the Town Board Meeting of November 12, 2007. All in favor motion carried. The Treasurer’s report as of November 30, 2007 showed receipts for November, 2007 of $51,857.85, disbursements of $101,157.27, with a balance in the regular checking account of $209,190.98. The LGIPF account interest receipts for November, 2007 had not yet been received with a balance of $187,411.85 and the Tax Savings Account had no activity with a balance of $606.78. Supervisor Babros made a motion, seconded by Supervisor Lehman to accept the Treasurer’s report. All in favor motion carried. No action was taken on a request from Debra Buerosse to refund $100.00 for beer, cigarette and operators licenses issued in May, 2007. Armand Alsteen made comments about snow plowing, including that he wished the plow to get closer than 9 feet to his mailbox, that not all of the snow on Chief Kuno Trail be plowed to one side and whether there was some ordinance against snow from private property being plowed onto the road way. Supervisor Streich said the first two concerns would be shared with plow driver and that it is illegal to plow snow onto the roadway. Officer Mosher provided the Board with the Police report. In November, 2007 the police officers worked 103 hours, responded to 1 complaint, assisted others 1 time, issued 3 warnings and 7 citations, and responded to 3 accidents. Supervisor Streich reported that 44 tons of salt had to be obtained from Dodge County because our supply had been used primarily by Kopplin & Kinas and 300 additional ton had been ordered from Cargill for which Kopplin & Kinas will pay. The Board agreed that the City of Fox Lake could use the Town plow truck if needed and not in use in the Town. Chairman Wagner reported that the oxygen tester could not be prepared. Supervisor Babros made a motion seconded by Supervisor Wissing to purchase a new oxygen tester and probe at a cost of about $800.00. All in favor motion carried. The tester will be ordered and delivered to Armand Alsteen so that oxygen testing of the lakes can begin. No presentation was heard from the Fox Lake Golf Course. They had contacted the clerk and indicated they were considering other options. Sal Okon presented information about discontinuing a non-utilized town roadway that bisects the Klug property at the intersection of Maple Point and Blackhawk Trail and suggested that the parcels in question be conveyed to the adjoining land owners. The Town Board asked Sal Okon to find out if the Klug driveway was on a parcel other than that adjoining their property and to report back at the January meeting before any action would be taken. Funds in the 2008 budget have been included for the purchase of buoys. It was determined that 10 no-wake and 5 no-anchor buoys would be ordered. Supervisor Wissing made a motion seconded by Supervisor Streich to support a minor land division for Clarence Pliska on Lake Drive to divide one lot into three parcels and to inform Dodge County Land Resources and Parks Department of such support. All in favor motion carried. Supervisor Babros made motion seconded by Supervisor Wissing to issue an operators license to Judith Wolf. All in favor motion carried. Supervisor Wissing made a motion seconded by Supervisor Lehman to appoint Joy Pufahl, Elaine Labs, Lois Babros, Ron Babros, Barbara Heckl, Nancy Mueller, Joyce Mielke, Betty Ruenger, Dona Turgeon, Judy Salaj, George Salaj, James Herbrand, Carol Herbrand, Bev Helsdon, Jack Helsdon, and Sue Vanderwerff as Election Inspectors for 2008-09. 4 in favor, one abstention (Supervisor Babros) motion carried. Supervisor Babros made a motion seconded by Supervisor Wissing to donate $500.00 to the July, 2008 fireworks. All in favor motion carried. Clerk-Treasurer Benter reported that papers to be completed by persons interested in running in the 2008 Spring Election for the offices of Supervisor #3 and Supervisor #4 are available and nomination papers can be circulated as of December 1, 2007. Supervisor Babros made a motion seconded by Supervisor Streich to go to Small Claims Court to attempt to collect the expense of $3,425.56 for repairing the damage to Howard Drive caused by Jeff Leweke. All in favor motion carried. Supervisor Wissing made motion seconded by Supervisor Babros to adjust the 2007 Budget by transferring $8,800.00 from General Government, $16,500.00 from Public Safety, $2,150.00 from Culture, Recreation & Education and $6,000.00 from Planning & Zoning for a total of $33,450.00 to Public Works. All in favor motion carried. The Town Board & Officers holiday gathering was set for January 26, 2008 at The Shores with a social hour at 6:00 p.m. and dinner at 7:00 p.m. Supervisor Babros made a motion seconded by Supervisor Wissing to pay bills subject to audit.
