January 14, 2008 Monthly Board Meeting

Town of Fox Lake Monthly Board Meeting
Monday, January 14, 2008 at 7:30 p.m.

Chairman Wagner called the Town Board meeting to order with all
officers present and 6 other citizens. The next monthly meeting will
be February 11 at 7:30 p.m.  The Fox Lake Fire Association will meet
Tuesday, February 12, 2008 at 4:00 p.m. 

Supervisor Babros made a motion seconded by Supervisor Wissing to
accept the minutes of the Town Board Meeting of December 10, 2007. All
in favor motion carried.

The Treasurer’s report as of December 31, 2007 showed receipts for
December, 2007 of $2,919.99, disbursements of $22,443.29, with a
balance in the regular checking account of $189,667.68.  The LGIPF
account interest receipts for November and December, 2007 were
$1,370.21 with a balance of $188,782.06. The Tax Savings Account had
interest receipts in December of $144.59, tax payments of $863,573.77
with a balance of $964,325.14.  The Municipal Court Savings Account
had an opening balance of $4,987.16, interest receipts of $8.07, fines
and assessments deposited of $1,016.10 with a balance of $6,011.33. 
Supervisor Wissing made a motion, seconded by Supervisor Streich to
accept the Treasurer’s report.  All in favor motion carried.

Tom Labs inquired if the Town had ever considered installing snow
fences.  Supervisors responded that it had not been considered and the
County does not install snow fences.   Supervisor Streich has seen
some counties plowing wind rows on farmers’ property adjacent to
roads.

Officer Mosher provided the Board with the Police report. In
December, 2007 the police officers worked 69 hours, responded to 1
complaint, assisted others 3 times, issued 3 warnings and 1 citation,
responded to 1 accident and assisted 2 motorists.  Officer Mosher also
presented a comparison of yearly activity for the past three years and
a detail of the type of citations issued in total and by officer.

Supervisor Streich will check if Samuels Recycling could provide
metal dumpsters for the May and September trash pick up and Laura
Helmer indicated that Travis and Jacob Paul could go around and pick
up the metals along the roadside.

Supervisor Wissing reported that the Lake Emily aerators have been
started.  However he wanted the Town Board to be aware that he cannot
respond immediately to persons concerned about the oxygen level and
requesting that aerator barricades be installed and aerators started. 
If such an immediate response is desired, the Town Board will have to
seek and hire someone else for this task.  Supervisor Wissing will see
that the Fox Lake barricades are installed and aerators started this
year.
Armond Alsteen provided a report on the oxygen levels on both Lake
Emily and Fox Lake and also provided guidelines and state statutes
regarding the operation of aeration systems.  He felt that the Lake
Emily association and the Fox Lake Property Owners might provide
volunteers that would assist in the instillation of the barricades.

Supervisor Streich made a motion seconded by Supervisor Babros to
approve a resolution to discontinue a strip of land at the
intersection of Blackhawk Trail and Maple Point as a public highway
and said lands described as parcels “C” and “D” shall be allocated to
Grace Klug and parcel “E” shall be allocated to Adam White (a copy of
the complete resolution is attached to the printed copies of these
minutes) and to schedule a public hearing as to the discontinuance of
the public way on February 11, 2008 at 8:00 p.m.  All in favor motion
carried. 

The Town Board & Officers holiday gathering will be January 26, 2008
at The Shores with a social hour at 6:00 p.m. and dinner at 7:00 p.m. 
A count was taken to determine the number of attendees.

Supervisor Wissing made a motion seconded by Supervisor Babros to
support a minor land division as presented by New Frontier Land
Surveying for Dale Paul and Ken & Nancy Paul in sections 4, 5, and 9
of the Town of Fox Lake and to inform Dodge County Land Resources and
Parks Department of such support.  All in favor motion carried.

Supervisor Wissing made motion seconded by Supervisor Babros to issue
operators licenses to Lloyd Fude and Michael Core.  All in favor
motion carried.

Supervisor Streich made a motion seconded by Supervisor Wissing to
extend the Mowing, Chipping & Labor contract with Laura Helmer for two
years with an increase in the labor rate to $13.25 per hour and an
increase in the chipping rate to $19.25 per hour, the mowing rate
would be unchanged.  All in favor motion carried.

Town officers reviewed the schedule of WTA District Meetings and all
indicated they would attend the Saturday, February 23, 2008 meeting at
Ripon.

Supervisor Wissing made motion seconded by Supervisor Babros to
permit and reserve the Fox Lake Town Park Boat Landing for the 2008
Concerts in the Park on the dates of June 27, July 4, 11, 18, 25 and
August 1, 2008.  All in favor motion carried.  Supervisor Streich made
a motion seconded by Supervisor Babros to donate $250.00 for the
support of the 2008 Concerts in the Park.  All in favor motion
carried.

Supervisor Babros made a motion seconded by Supervisor Wissing to pay
bills subject to audit.  All in favor motion carried.

Supervisor Wissing made a motion, seconded by Supervisor Babros to
adjourn.  All in favor motion carried.
